Ski racks, they clamp on the rail. Very popular with the swinging skiers back then. The Camaro I had, I bought from an avid skier who was on a rescue patrol, so he got free room every weekend at the resort at Lutsen, MN. My rails had plenty of scuffs from those racks getting put on every fall. Car had 100k on it at 4 years old... we drove 'em back then...
