Penn Dot, Do they know what they are doing
Bought a Camaro I have known of for a long time. The last legal owners garage burned down and he lost almost everything. I got a MV380 form for a duplicate title and ran to his place 2 hours away and got him to sign everything. The state will not honor there paperwork because he does not have proof of OWNERSHIP. That would be an old registration card. The car was a race car. He got the title but never registered it. I was at my state representatives office. Then an attorney and last my local court house. In the end it will be easier for him to sell me the car with a bill of sale than for him to get the duplicate title. My argument was that he submitted the paperwork and as long as the car does not show up as stolen why don't they issue him the title. Its nice to know our state government can not even follow there own laws. So I am set on another direction and will get the title.

Re: Penn Dot, Do they know what they are doing
... You might try having him apply for an "Abandon Vehicle Title" ... If they have that in Pa. Good Luck |

Re: Penn Dot, Do they know what they are doing
I bought a bunch of cars with lost titles thru the years...I never had that problem... but maybe the cars were still in the Pa system??... another possible option is to go to a non-title state. I did that once when I bought a car from a scrap guy that I later restored. The title had "junk" hand written across it and Pa would not let me register the car, so I titled the car with a bill of sale in New Hampshire and then retitled it and rtegistered it in Pa.

Re: Penn Dot, Do they know what they are doing
PA has one of the worst state governments in any state I've lived. There is more nepotism and useless bureaucracy at the state level than you can imagine. I moved from PA 18 years ago, and they are STILL working on Rt. 70 in the same places with the same barrels as when I left. And one of my favorite things is the 5 miles of barrels the put on the road before the actual road work starts. Sorry for the rant, but Penn Dot is just the worst.
Sure hope you get your title issues straightened out. You might want to get it titled in another state where you have a relative where they have reasonable rules an then get it transferred back in PA. Best of luck.

Re: Penn Dot, Do they know what they are doing
The problem is because the title was purged. If it is inactive for 10 years. The car was raced and never registered for road use by the last owner on the title. I had the lawyer draw up a bill of sale for the owner to sign. Then I have to petition the court to get the title. It can be done. Just more time and money. When they should have issued a duplicate but won't

Just like firearms laws. They're only making it difficult for law abiding citizens. "Criminals" are going to do whatever they want including swapping VINs etc.

Re: Penn Dot, Do they know what they are doing
Well I am determined to get the title. I just spoke with the owner on the title and told him that. All I wanted to know was, what do I have to do now. I will get it done

Re: Penn Dot, Do they know what they are doing
I'm not looking forward to trying to get my GF's '62 Falcon (WV Title in hand, signed) titled here in Pa. I know it can be done, but I also worry that it'll be as much work doing that as getting the car together.

Re: Penn Dot, Do they know what they are doing
Usually out of state titles can just be signed, most times not notorized, and go right threw. I have done several from Maryland and Virginia. They have to verify the VIN and mileage. You can get the title transfered and not register it, not get license.
