Dave - I've never been involved in the NCRS org...but a good friend of mine who is explained it this way. The people that are re-stamping major driveline components are getting really good...good to the point where some may have passed NCRS scrutiny. By allowing "restoration blocks", the thought is owners will be more likely to divulge a re-stamp where it is then recorded as such in the NCRS data base. Again, this was just his opinion on the issue, but by that thinking, the purpose would be not to stop re-stamping, but to identify those that have been.
