He surely doesn't sound like he's BSing. I e-mailed my father and this is what he said:

"I appreciate the input on the brakes. Already been considered. '69 GTO's ran with power brakes and that cam. And that was with a 400, not a 428. The longer stroke will allow more vacuum. The cam specs with a solid cam are way to wild, but the hydraulic cam is a little slower in the valve off the seat area allowing a little better vacuum. Remember, this is the cam specs that Jim Taylor was running with 3:42 gears in a 4400 pound Ventura, automatic and was expecting mid 12's all day long with low compression heads.
