I think it’s up high on all 4 corners and the rear is just squatted in the pics when it is towing due to the tongue weight. Super cool!

There’s no tongue weight on it. That’s a 4 wheel type farm hay wagon being used in the parade.

From Gallatin, TN evidently. Looks like it has a rear spoiler that does not overlap the tops of the rear quarters. Judging by the tall and wide front tires, it had to ride that high up front so it didn't rub when going over railroad tracks, into driveways, etc.
