Definitely rare but pretty common in Hawaii. My dad has a 67 Camaro very with heater delete and power windows that is an original Hawaii car.

very cool////needs some work on the fender lines...all that work and to have terrible fender alignment is not cool..

That's definitely a Real Heater Delete !
Too Bad the Dash isn't visible.
Notice lack of hose nipples anywhere insight.
I believe 67 was the last year without a heater defroster delete option.

Cars going to Canada, Mexico and Hawaii could still be had with C48 heater delete. 49 states cars could not get heater delete after 1968. The reason some (very few) Canadian cars were heater delete was because they got gasoline heaters.
