Sam,
It is the part number for the assembly. Some tags also have the trans code from box 28 of the build sheet embossed after the part #.

I think you need 3968011WL... 1970 model year started the 2 letter code at the end of the part number tag... Yes I do have a couple hundred of these tags, but only 5 of this one... Crash

The tag and bolt should be natural finish, not painted... Crash
