1970 VA license plates never issued or on a car

I have 12 sets in numerical order(all from VA and never on a vehicle) still in original papers from DMV. Black with white letters. Plates are vintage not antique plates!! Asking $800.00 for the set...

I just bought 4 wheels, and yes they have the right valve stem hole. How can I tell what they were on and what year? I'm used to 69-70 Chevelle SS wheels. Any help would be appreciated.

As original as your car is, I would leave it like it is and drive it. To me cars that haven't been off the frame "rock". They can only be original once. We still should get both cars together...
