It is a carbon canister. Evaporative emissions system were introduced in 1970 for California and mostly standard starting in 1971. This system vented gasoline vapors from the fuel tank into a storage canister. The canister which is filled with charcoal or carbon particulates would filter the fumes and then pass these gasoline fumes into a fitting on the air cleaner. These remaining fumes would be mixed with atmospheric air taken in by the carburetor when the engine was running. Your car may be a 71 or 72 DSO.
