I understand that. There are grinder/sanding marks starting at the top of the metal bar and continuing to the bottom UNDER the tag. It, clearly, wasn't on there when that was done. Was the process to clean the bar for the spot welder to work really that crude at the factory ? I don't recall it being this obvious on other pics of vette vin tags...
