The use of the COPO process for performance oriented and not available as an RPO in your example would in my opinion be a COPO 9511.

If the COPO process was used for color changes or truck/cab fleet orders they are Special Orders (SO). This has been discussed for years and there are many opinions.

The debate continues but that is my opinion!
