The carb was not installed on the engine until it was pulled for installation in a vehicle.
(the engines were fired at Tonawanda using a plenum with natural gas - you couldn't have latent fuel inside the fuel tracts engines packed into rail cars.)
Meaning Carb dates can be later than engine assembly dates, just not later than CAR BUILD DATES.
