My friend is looking at a 65 K code, where is the VIN on the block and trans located?

Engine VIN number is stamped above the oil pan rail on the passenger side of the block. Transmission should be a Top Loader (only GT350's received T-10s) but I've never heard of the trans being stamped with the VIN.

Jeff,
I have owned a few original Mustang HIPO toploader transmissions (both 65 and 66) and some of them have a partial vin stamp. Not all of them. Vin stamp was never usually in one certain place. You'd have to check over the whole unit. Here's an example of a toploader HIPO vin.
