Does anybody know what this open element air cleaner base is originally for?

By the shape of that vent elbow at 90 degrees, I'd think it fit something with a flat intake manifold like used on 70 and later engines. I have also noticed the 90 degree elbows on 69 SS350 cowl induction cars whereas the 396 and 427 performance engines had an elbow that pointed more down.

The ID cutout looks like it's for a Quadrajet.

I fit it onto a Holley and the locater fits on it too.

Your picture looks pretty much the same from the top. Do you have a pic of the tube on the bottom?
