Hello, can anyone tell me the transition date from flat bottom to ribbed bottom air cleaners?

Not certain there was one. Flat bottom still used in production as late as October '69.

I owned Dusk Blue SS-350 Camaro VIN #124379N710456 built 11A and it had a Flat Bottom Cowl Air Cleaner assembly. FWIW and it was original to the car to the best of my knowledge.

I had another late car built 10E in the first week of November 69 and it had a flat bottom breather as well.
