I think they were a natural metal finish. On my 69 SS Camaro, they still have the original tags with a light surface rust. For restoration, I would bead blast them and paint with "Cast Blast" or other natural netal finish paint before adding the spring tags. You could also leave them natural metal but they will probably surface rust over time.

Mine were bead blasted and then Clear Coated so they would not rust.
