Maybe neighboring Mayor Schoenthaler should get involved..

I'm not sure how they were actually able to deed it to Dav.1 They're a qusi extension of the Dav chamber of comerce. I'm not sure what their legal defination is in regards to property ownership. The Davenport council is a nightmare. Perhaps the decided to get together and make up the rules as they go.
