Default cowl induction solenoid

I now have 3 cowl induction relays, all have same problem. I have good ground,power to the relay(it clicks) problem is I'm not getting any juice from relay to cowl induction solenoid. But if I run a wire from hot side of relay to the solenoid CI flap works. Any suggestions???

The solenoid is grounded by the mounting collar. If the collar has a heavy paint coating it will not be grounded.
