Default 1969 SS 396 Chevelle

I friend of mine called me while looking at a newly imported Chevelle. He didn´t have a camera with him so he just gave me the numbers from tags. I´d like to get some help with this please:

VIN: 136379B3454XX

Trimtag:
13637BAL181023 BDY
TR 753 5757 PNT
21 B L 117220
Can´t understand the "21". He said the rivet covered part of the build week but still don´t understand it unless it was 01B instead of 21 B. What production week would be ok considering the VIN ?
What does the L and 117220 mean ?

He said it was an "honest" car, repainted but unrestored. Needs a lot of work. Probably not the original engine.
4-speed car with disc-brakes, 6000 redline. Cragar SS Wheels.
