Default Value of 1969 GTO project car

I have a neighbor who is selling his Verdoro Green 1969 GTO coupe. The front end sheetmetal is off of the car and, front what I am being told, the engine and transmission have been rebuilt.
The car needs work, the interior needs to be redone, the body needs rear wheel arches (at least) and needs to be painted.
The chrome is pitted; etc.

I am not a Pontiac guy and have no idea what the value of such a project car would be and would appreciate any help.
How do we tell if it's a real GTO?

The VIN is 242379G120258 if that helps.

I'll see if I can get some pictures later today. The driveline is in the guys garage so I don't think I'll be able to get any pictures of that stuff; I just assumed it was a 4 speed. It has the third pedal and correct transmission opening in the tunnel.

RAM AIR 400 would make a huge difference in value, but if its a base 400-350 horse model you are looking at MAYBE 5k or less in that condition...

Car sold; I stopped by and spoke to the owner. He says he was the original owner and had close to $3,000 in parts that went with the car including new quarters. He was asking 6k but admitted that he took less.
