Default Crankshaft ID - WINBERG Lightweight?

I tried calling Winberg but they were not helpful. Can anyone ID this?

Small journal SBC??

The mains are standard sbc size, the rod journal looks larger than 1.1984 written on there, maybe it should be 1.9984 ( small journal), also a very light heat treated crank maybe 30 * at 3.1 stroke.
