I have a 4491 Carb. Not sure what the date code is or where it is. On the air horn it says 3967479-GM, List 4491-1, 031
Is 031 the date code?

Yes
0=1970
3=Month,March
1=first week

GM is the prefix for a California emmisioned (RPO NA-9 EEC Charcoal cannister) w/Manual trans.Application.These cars got it:
*1970 L-78 Camaro
*1970 LS-6 & L-78 Chevelle-(Your date is too late for an L-78 though)
*1970 L-78 Nova

Yes, it is for sale. Just dug it out of my container full of holley carbs today. Been there for a while.
