Penn Dot, Do they know what they are doing
Bought a Camaro I have known of for a long time. The last legal owners garage burned down and he lost almost everything. I got a MV380 form for a duplicate title and ran to his place 2 hours away and got him to sign everything. The state will not honor there paperwork because he does not have proof of OWNERSHIP. That would be an old registration card. The car was a race car. He got the title but never registered it. I was at my state representatives office. Then an attorney and last my local court house. In the end it will be easier for him to sell me the car with a bill of sale than for him to get the duplicate title. My argument was that he submitted the paperwork and as long as the car does not show up as stolen why don't they issue him the title. Its nice to know our state government can not even follow there own laws. So I am set on another direction and will get the title.
