Default License plate lamp removal

I feel like I'm asking a dumb question here but this one has me stumped. I spent some time stripping the brackets from my original bumpers today. The center bracket appears to be riveted to the bumper. How in the world do you get the plate lamp housing/wire pigtail out of there? This piece could not have been in place when that bracket was riveted to the bumper correct?
