My experience is with '66 and more so '67 Chevelles, possibly relates to '64's.
Most '67 Chevelles have the partial VIN stamped, usually twice, on the top side of the left frame rail to the left of the gas tank, visible with a mirror and a light. Exception 1. Fremont cars I have observed were stamped in top of the frame rail under the drivers door, difficult or impossible to view with the body on the frame, but not on the rear frame rail. Exception 2. Beginning January of 1967 Atlanta built cars had the partial VIN stamped on the cowl in addition to the frame.
