Default Not exactly a muscle car

Hoping someone can help; my neighbor bought a 1951 (I think) Studebaker Champion last year. It needs some minor work but, since he is retired, the car is something keeping him occupied.

One thing that is driving him crazy is the original one barrel Carter carb. He has problems with this thing from day one. He's taken that carb off the car at least three times; having it cleaned and rebuilt (he is not a mechanic). The main problem with the car is it least fuel. He told me that he got a rebuild kit for the carburetor but he thinks the kit was wrong because one of the pieces that controls the float appears to be too small.

The carburetor is a Carter one barrel. He tells me that the model number is we-715s, I also see another number 146-68 on the carburetor.

If anyone is familiar with these cars / carburetors and their common problems I would really appreciate your help. My friend wants to be able to drive his collector car this summer without having to worry about being stuck on the road.
