I bought a bunch of cars with lost titles thru the years...I never had that problem... but maybe the cars were still in the Pa system??... another possible option is to go to a non-title state. I did that once when I bought a car from a scrap guy that I later restored. The title had "junk" hand written across it and Pa would not let me register the car, so I titled the car with a bill of sale in New Hampshire and then retitled it and rtegistered it in Pa.
