I find it interesting that a body in white trim tag has written that the car 'complies with all safety standards' ??????

I imagine that is over-ridden by other documentation, like the stickers that say "for off highway use only".

Does the car have a production (GM assigned) VIN?

I could picture that a body in white would be removed from the production process before the VIN was established or added and shipped directly to the chassis builder.

If that was the case then the car could not be titled for street use, thereby nullifying the "complies with safety standards" issue.
