If they were the top of the food chain why weren't power disc brakes standard equipment on their performance models?

The 1969 Hurst/Olds used F60x15 RWL tires as STD equipment. Why were they never offered as an option on the 1970 to 1972 442? The 1970 GTO did not have an option for 15" wheels or 60 series tires.
