I'd have to look closely at it tomorrow to give you a better answer but at first glance it just looks old and very dirty. I was told by Tom that it was the original filter base on the style of the font.

Same style paper filter with the outer soldered screen and fine inner wire mesh that was used on the 64-66 GTO with 3X2’s.
Here are a few NOS boxed filters I have that are dated 1967.
