That bracket fastened to the thermostat housing is for the fuel filter on the early 1967.
Later in the year they went with different fuel line from pump to carb that did not need that bracket. That early ‘67 GTO fuel filter bracket is tough to find. Here is a reproduction photo showing how it looks.
