Low number plates for big dough is not just a Deleware thing. It has been going on in Illinois for decades. It used to be if you "knew someone" you could get a low digit plate number or just 1 or 2 letters. Or you could make a generous enough political contribution to your favorite Crook County politician and you would get a low letter or number plate. I would love to see the list of plates in IL that are 1-99 or A-Z. I bet it reads like a list of who's who.
