3958640 was the original part number
it was discontinued and replaced with 3958638. 3958638 then showed up as use part number 3981921 by 1981. 3981921 is also the SS emblem for the 70-72 Camaro. This may be why the studs are shorter.

3958640 was the first part number for a 69 SS with R/S.
3958638 was the first part number for a 69 SS w/o R/S Why the 640 was superseded to the 638 makes no sense I would like to know what the casting number was on the 3958638 The 6263015 has a casting of 3986590 The 3981921 has a casting of 3982043 The assm line installed SS emblem has a casting of 3943229 I'm wondering if the 3958638 shares the 3943229 Research sometimes is a pain. Thank you, Joe
