probabaly for adjusting tension on the belt for the water pump.

It's been referred to as the "flee the scene" belt so your water pump keeps turning after you toss the alternator belt. There's nothing worse than being on the side of the road after a street race putting the alternator belt back on when Buford T. Justice rolls up behind you.

The large pulley on it along with the fact that it's closer location to the water pump doesn't have the same large span as the long floppy alternator belt has. Shorter belts tend to stay more stable.
