Casey if the build on that car is BEFORE 1 Jan 68 it could have received the Heater Delete no matter where it was shipped to. 1 Jan 68 and later export from the lower 48 states.

I don't know if this helps or not, but .... Here's a shot of a 1968 Hurst Olds IBM punch card. I *think* the code is C48 for the Export heater delete.  Your right Casey, the option was C48 Less Heater Equipment-Contents. I have never seen this option listed on a build sheet but its in the 1969 Camaro Factory Assembly Instruction Manual...
