Restore it. Base looks really solid. You already have a line on a snorkle. You have the most important part and having the tube is a big big plus.

I had a snorkel replaced on a 350/auto ducted hood air cleaner. Very simple repair.

Don't sandblast the rust. Use a de-rusting solution.

Default '69 COPO Camaro Cowl Air Cleaner

My take on the revised bottom of the air cleaner (raised ridge) was to elevate the air cleaner element off the bottom of the base to prevent any rainwater or snow from damaging the element. The Oldsmobile AOI air cleaner also has a ridge for that same reason.
