Joe,
That's not an easy task. You at least have to get the passenger side inner fender out of the way. Unless someone knows another way.

What's wrong with the evap?

Rick, its on the driver side. The vacuum tank is missing and i have to install another one. Can the inner w/h come out without removing fender. How about if i remove the power booster.

Joe,
What does this tank do? Is this the vac can that opens the vent for the A/C?? There is one behind the kick panels and another under the cowl vent. The one behind the kick panels can be accessed by removing the cover.

I don't know of any other vac tank.

Joe, the only way to remove/install this tank without removing the fender is to drill a 5" diameter hole in the inner fender. This is the same procedure that is in the service manual for replacing a blower motor on the opposite side. I am assuming that your car is a car that does not need restoration, if so, then you will have to remove the hood and left fender to replace this item if you do not want to scratch the paint on either the inner fender or fender. I wish there was an easier way to get to it. See the picture attached of my 67 RS with a/c. You can barely see the tank in the picture................RatPack............
