It depends on the state. Each state has their own rules based on their interpretation of the Privacy Act of '96. Do you have a specific state in mind?

You can Google the VIN to see if you get a hit, but obviously won't search individual state databases. And, to my knowledge there is no single website that will list all of the individual state links / forms / requirements for title searches.

There are certain states that are impossible for the average submitter; CA, MI, NY & NJ for example. Other states are good, but you need to follow the instructions - perfectly! If you don't, you will not the dreaded 'no records found' response even if that state has the records, simply because of a technicality on the form. The state worker knows what you want, but they are exceptionally literal, So, it can take several submissions in order to figure out the right combination of checked boxes; PA, NC, etc... Some states simply don't have the info because titles weren't required until the mid '80's; GA & AL. Other states are excellent; MD is one of the best, KS is pretty good and OH has an online search!

So, you'll need to do your legwork if you want title history, and be prepared to notarize most every form and always send USPS money orders - it goes faster than a non-USPS money order, and certainly faster than a personal check.
