Default hidden VIN on 1970 GTO

this is the second car I have seen that has no VIN on the body, nothing behind the heater box? is this a common thing to not have a hidden VIN on the body? are there other possible locations? thanks for any input,

There is a vin on the frame, but I do not see any vin on the body itself, looks to be hit and miss as this is the second time I have seen this.

Oshawa is the only plant I am aware of that added a hidden VIN underneath the heater box on A bodies.
