Default Hurst Roll Control

Old school Hurst Roll Control with Box. I bought this from a member a few years ago but decided to not install it on my car. I am unsure whether it works or not. Instructions dated 1968. I did apply 12 volts to the solenoid and didn’t hear any “click”. Not sure if it needs brake pressure to work. Seems to be complete except the fuse.
