The car has been for sale for on and off for years. My brother went and looked at it, liked it, but not enough to buy it. Does have some minor rust.

With no surprises, I would pay close to his price...maybe 22-23k.
I'm guessing it has around 60k miles. When a person shows up with cash, and is willing to take the car now, always makes a difference with me on how low I will go on the price.

This appears to be a helluva car but there are a couple things that stick out in the photos and with the seller being offended by asking anything a personal visit with some knowledge would be prudent.

A couple things stand out in the photos:

The passenger fender below the pinstripe appears to be repainted, it is a much darker shade than the door or top of the fender.
The drivers door jamb has a rust proofing hole drilled in it. Another indication of rust proofing is inside the trunk by the taillight panel. There are likely many more holes in the car to install the rust proofing.

Is this teal or grotto blue?
