Python decals were an offering from Trim Line in the mid to late 70's, so I would bet that was done on a used car lot back then. They look like old Trim Line colors too.
I'm a former Trim Line guy.

I inquired about a 1969 Chevelle SS that was for sale for $6,800 on craigslist yesterday. The Chevelle was supposedly an original SS (no pics) and when the seller sent me some pics last night, it turned out to be this same Chevelle with the python graphics. After obtaining the cowl tag info, it turns out that the car was originally fathom green, so evidently the decals were not installed at the original dealer (unless that involved an entire color change).

FYI... The car is located in California and available for sale - now with a decent SS hood on it. I can't vouch for it other than it looks solid (no rust in the trunk) and I will gladly share any info or photos that I received.

I think StriperSS already nailed exactly what this is, just a Trim Line stripe kit on a late 70's repaint.
