That's the tail of a modified B-29, I'll guess it's a refueling tanker modification c1952-54 (note how the tail gunner's position has been faired-over and the pointed cone-shaped cap in place of the tail guns). Looks like Kirtland AFB in Albuquerque. So who is the guy in civvies? He's acting as a fire guard, probably during engine start. Maybe he's a civilian employee working at the base and the '29 is a test/modification airplane.
