Here in GA a bill has passed the Senate and House to stay on DST. I don't know where it goes from there but I am all for it.

The people in California have voted my majority in 2018 to do away with the time change and stay with the spring forward time. I believe it's up to the Senate now, BUT I've also heard California won't change unless the rest of the West coast, Oregon and Washington does as well.

The states can't make the change by themselves. Yes both the State House and Senate have to approve the change, but the US Congress is the only legal body that can authorize the change and it hasn't happened in a while. Only Arizona and Hawaii do not have DST.
