If you maintain a balance in your Paypal account, there is no fee.

I'm not seeing that at all.
I use paypal for nearly everything bought via the internet and keep a Zero balance in it all the time too.
And only 3 charges if I buy something through eBay,winning price, shipping, tax.

Think fee only incurred when you pay with a credit card .

I just stopped using PayPal also. I bought a set of tires at Jeg’s and the next day Jeg’s told me that they were out of stock, so I requested a refund. PayPal kept their fees, so it cost me almost $75 with exchange for nothing! My credit card would have simply reversed the charge with no fees etc.

My experience is you are charged no PayPal fees if you pay using your PayPal account balance or have your PayPal account hooked to your checking account.

I also never have fee's because I have my bank account connected to my checking account, if you use a credit card, you will be charged a fee.

Another option to use versus PayPal is "VENMO". I do have a VENMO account because some very few people I deal with do not accept PayPal.

I just bought something off ebay a few weeks ago using paypal. I paid the total with my credit card. I didn’t receive any additional fees, only the item price plus shipping & tax. Is this a new change?

It must only be when sending money to an individual, I’ll have to keep my eye on this for future transactions. Now that ebay cut them off they must be desperate for fees.
