At first glance I thought I was looking at Beardy's COPO but then I saw the hubcaps. As long as Beardy owns his it'll never have the caps back on it. LOL

The display board said it has certified by the COPO connection. Would that be Ed Cunnen?

Yes. I believe Ed gave two types of certs. Back in the 90's when he did my car, the paperwork and plaque were carefully worded, saying only that the body number and vin were from his records as being a Berger Copo. Not the car. He said that would cost extra and he would have to see the car.
