It's great in theory but, in my experience here in Southern NJ, it is rarely enforced. I drive the Garden State Parkway everyday for work and people (mostly with NY plates) seem to hang in that left lane as if it was the only lane available to them.

I have seen the State Police come up behind them, watch them move over for the police and then immediately get right back in that lane.

That's pretty funny (or sad) isn't it. I have no idea why they were placed in those positions. Just looking at a brochure photo would tell you where they belong:
