dumb question, but weren't the rallye wheels part of the T/A package?

No, code 450 steelies and poverty caps with trim rings. Rallyes optional. You had to step over to Plymouth's AAR to get standard Rallyes on a Trans-Am car

Correct, I had a friend who bought one new, virtually identical to the one Stefano has for sale here. It had the dog dish caps and trim rings on steel wheels, as well as the standard (non-rallye) dash/instrumentation.
