Jessers Classic Keys in Akron, Ohio is a good choice, had them restore all the locks on my Z/28 project, popular with the NCRS guys as well. Reasonable turnaround time however expect to pay for the quality.

My local locksmith has replaced the tumblers to match keys for gloveboxes and trunks MANY MANY times.
