Default California black plate number

I was hoping that there may be some California Black Plate specialists out there. I recently purchased a 1967 Corvette that was delivered to the LA area new, it has a K19 California emissions smog pump on it and is coded JF indicating it is a smog pump car. I purchased it from the second owner that purchased it in 1974. The California black plate begins with the letters ZTF and the same plate number is noted on the “Pink Slip” registration I received with the car. Here is my question, all 1967 original black plate cars I’ve owned or have seen begin with T or U. As I understood, the letter Z was used in the ’68 or ’69 period. This is a car that was built in January of 1967, it could have been registered in late 1967 if used as a demo, it is very highly optioned so it may have been driven and registered by the first owner months after its delivery date. Could a 1967 California delivered car have an original black plate that begins with "Z"?
